: 5 days strike notice in Coal industry of India (CIL & SCCL) with effect from 6th January to 10th January 2015.

Dear Comrades,
            The leaders of four National Trade Union Centres i.e. HMS, INTUC, BMS & AITUC leading the coal workers have submitted the above mentioned strike notice on 17th December 2014, to the Secretary to Government of India, Ministry of Coal on the following ten point charter of demands.
(1)                         Coal Mines (Special Provisions) Ordinance/Bill. 2014.

i)                   Stop withdraw process of De-nationalization of Coal Industry.
ii)                 Incorporate Clause in Ordinance/Bill, 2014 to take over and transfer services of existing workers and outsourced/contract/agencies workers of 42 working captive Coal Mines to prospective bidder.
iii)               Extend NCWA wages and other benefits to existing and prospective captive coal mine workers.
2)              Enforce Govt. Of India, Ministry of Labour Notification Dated 21.06.1998 to stop contractual job in prohibited and jobs of permanent and perennial nature. Till then implement HPC/CIL enhanced wages to contract workers engaged in mining activities w.e.f. 01.01.2013.
3)  Departmentalise/regularize contract workers engaged/deployed in Mining Jobs in U/G as well as open cast mines.
4)  Lift ban on general recruitment including statutory, technical, para medical staff and safai mazdoors.

5)  Stop disinvestment, restructuring of CIL. Coal Videsh Venture etc.
6)  Grant infrastructure/core status to coal industry.
7)  Enforce provisions of ‘Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement Act’, 2013.
8)  Review and revise Pension under CMPF Act 1948 and CMPS, 1998.
9)  Enforce provisions of clause 9:3:0, 9:4:0 & 9:5:0 of NCWA and implementation instructions issued there on including clause related to “General Physical Debility” and “Disability”. Also enforce scheme as in-vogue in Indian Railways. It is unsafe to deploy physically weak workers with poor vision, audibility and hence they should be prematurely retired and their dependent be offered employment.
10)   All issues, as contained in 5 CTUS charter of Demand dated 31.08.2014, Minutes with CIL Chairman dated 15.09.2014, Notice dated 31.10.2014, Minutes with CIL dated 12.12.2014 and Minutes with Joint Secretary dated 22.11.2014 de discussed and implemented in true sprit without any further delay.
Activists of all the fore National Trade Union Centres have started massive preparation to make this 5days Coal Miners strike in India a grand success.
