Subject:               To bring to the notice of the concerned Officers of the State Election Commission, the commission of an offence under Section 125 of the Representation of People’s Act, 1951 and Section 153A of the Indian Penal Code and a request for appropriate action.

Dear Sir/ Madam,

Kindly note the contents of the audio tape attached, which is a tape of the speech of Mr Prakash Mishra, candidate for the DDC (Zila Panchayat) election, Duldula Block delivered at Duldula Chowk, on 31^stJanuary 2015 at 5.15 pm.

It is clear that the speaker in the tape has used highly objectionable, provocative and threatening language towards the Christian minority community, in connection with an election, and has thereby attempted to manipulate and influence such election.

It is also thus clear that Mr Prakash Mishra has committed an offence under Section 125 of the Representation of People’s Act, 1951 as well as Section 153A of the Indian Penal Code.

We request you to urgently take appropriate action in the matter to ensure free, fair and constitutional elections. We are ready to co-operate with any enquiry initiated in this regard.
