Why demand for Gondwana state continues to be scuttled

Successive governments have been rejecting demand for separate tribal state in central India on the ground that there is no unifying language. Real reason is something else, say Gond leaders
The demand for a separate Gondwana state was raised for the first time in 1956, when the erstwhile Central Provinces and Berar (CP & Berar) state, comprising the tribal belt of Madhya Pradesh (MP), and the whole of Chhattisgarh and Vidarbha, was split up and Vidarbha went to the Bombay state while the rest was merged with the Vindhya and Bhopal states to form Madhya Pradesh. The Bombay state was later split to form Gujarat and Maharashtra states in 1960.
The demand was turned down by the then political establishment. Says Vasudeo Shah Tekam, Maharashtra president of the Gondwana Ganatantra Party (GGP), a political party working for the rights of tribals of central India and the creation of the Gondwana state, “The demand was presented to the then prime minister, Jawaharlal Nehru, by member of Parliament Raja Lalshyam Shah, a scion of one of the Gond royal families. After Nehru turned down the request, Shah resigned.”
Though there is not much clarity among political workers as to exactly why the state of Gondwana was scuttled, observers say that one of the main reasons put forward by the government was the absence of a unifying language to justify the creation of a state. “At that time states were created on the basis of language for administrative ease,” says Tekam, “And we were told there was no standardized Gondi language which could be regarded as the official state language.”
However, political groups take this explanation with a pinch of salt. “If that were true,” says Motiravan Kangali (a retired bank employee and writer) “then the state of Madhya Pradesh does not have a unifying language as well, because different dialects are spoken in different parts of the state. In Chhindwada, Marathi is the prominent language, in Jhabua, Gujarati is spoken while in Bundelkhand, the dialect is heavily influenced by Rajasthani. Hindi, which is the official administrative language of the state, is actually spoken by a very small section of the population.”
The real reason, feels Kangali, is the unwillingness of the mainstream political parties to recognise a separate tribal identity. “Tribal culture is close to nature, it is about living in harmony with nature, which is totally against the concept of development that all governments swear by,” says he. “By splitting the biggest tribal group in the country and dividing it among several different states, each with its own official non-tribal language, governments have ensured that this identity never gains strength and the resources belonging to tribals are open for plunder.”
Government apathetic, community impoverished
Over the years, the demand for the Gondwana state has been raised again and again, only to be consistently ignored by successive governments. “Hira Singh Markam, the national president of GGP, has been very vocal about the demand and has been raising it in every forum,” says Hukum Singh Kusre, Madhya Pradesh convenor of the Gondwana Mahasabha, an organisation dedicated to bettering the social and economic lot of Gond and other tribals in central India. “But successive governments have maintained a silence on it. This year, after the swearing in of the new government, P A Sangma, former Lok Sabha speaker, referred to it in his speech, but apart from that it has been a long time since any government person even mentioned Gondwana.”
Markam said that revised maps of the proposed Gondwana state have been sent to the States Reorganisation Commission time and again but the body has not responded at all.

“The main reason behind the prolonged government silence is the fact that the tribal community is impoverished and hence not in a position to mount political pressure,” says Tekam. “The GPP has not been very successful politically because of the same reason. At present, the party does not have any MP or MLA to show. Most tribal political candidates move to mainstream political parties in the hope of gaining electoral success.” He says that once elected on a mainstream party ticket, these people’s representatives distance themselves from the demand and work on the agenda of their respective parties.
State needed to protect rights, natural resources
Tekam says that creation of Gondwana state is necessary to protect the rights of tribals over natural resources. “Today, the tribal is the main victim of a corporatised development agenda,” says he. “Our people are losing their lands and their forests to mining and development projects.” An exclusively tribal state, he hopes, will help protect the people’s resources from corporate plunder.
Markam says that the first thing on the agenda if a new Gondwana state is created is to give tribals a 50 per cent share in proceeds from mining. “This recommendation of the Bhuria commission never saw the light of day,” says he. “Tribals are being ousted, at best, with market price of land and at worst, through violence, and ownership rights on minerals in their lands remain a distant dream.”
“Governments talk about administrative ease in terms of a common language,” says Kusre. “In the Mahakaushal region of MP, comprising about a dozen tribal-dominated districts, the spoken language of the majority of the population is Gondi. Consider how easy it would be to administer this region if there was a state with Gondi as its official language.” He says that linguistic disconnect between the administration and the bulk of the population has isolated the ruling powers from the aspirations of the people, giving rise to problems like Naxalism.
But would the creation of a Gondwana state necessarily mean power passing into the hands of the tribal people? Kusre is a little sceptical. “One can’t say. You see, Chhattisgarh was created as a tribal state, but the power passed on into the hands of the mainstream political parties, and forced displacement and plunder of resources was, if anything, exacerbated.”
The culprit there, feels Tekam, is again, language. “In Chhattisgarh, the state language remained Hindi (Chhattisgarhi is quite close to Hindi), the language of the ruling classes,” says he. “If the state language is Gondi – the language of the masses, then Gondi-speaking people will be able to actively participate in the political process, and even if they don’t actually get power, people’s involvement with the political process will change the entire picture.”
That is why, he concludes, a Gondwana state with Gondi as its official language is the imperative.

Where is Gondwana?
 
Large concentrations of Gondi-speaking populations are found in the tribal belt of Madhya Pradesh (MP), the whole of Chhattisgarh state, eastern Vidarbha and some parts of Andhra Pradesh. Tekam says that his party, the Gondwana Ganatantra Party (GPP), wants all these areas to be included in the state. “We want the whole of Vidarbha and the whole of Chhattisgarh and Adilabad district from Andhra. In MP, we want the Mahakoshal region, which includes the Sidhi, Umaria, Shahdol, Anuppur, Dindori, Mandla, Balaghat, Sheoni, Chhindwada, Betul, Damoh and Tikamgadh districts.” He says that surveys conducted by the party found 150 to 160 million Gondi speakers in this area.
Markam, however, said that this demand was the old agenda of tribal groups, but had to be abandoned in view of the fact that it involves too many states, and could lead to lots of conflict. “In fact, demanding Vidarbha or portions of Andhra could lead to conflicts with other language and power groups, which we are not prepared for.” The most recent application sent to the States Reorganisation Commission includes 24 districts from the MP state, including the 12 mentioned in the earlier proposal. We feel even if we get this much, it will be a good achievement.”

My posts have been mainly to inform (and disillusion) the starry goggle eyed, MODIfied individuals of the facts. What you learned, saw and read in India , that hired (and paid) Indian media fed you, has been far from truth.

1.In a rare denial of protocol, neither Obama nor the Vice President Biden or any US official of high cadre, was present to receive Modi on his arrival.

2. The much hyped about Madison Square Garden event was organized and paid for by Indian Embassy with Indian Tax money and some money was collected by selling high priced tickets to gullible Indian diaspora.

3.Obama made Modi wait for three days before granting him an audience.

4. Michelle Obama opted out of the state “dinner”.

5. Unlike, when the then PM, Manmohan Singh visited, there was no photo-op on the front steps of the White House – a standard protocol awarded to all visiting foreign dignitaries.

6. Modi was housed at a US guest house across the street from the White House (WH). He was not offered the Lincoln Room in WH that is reserved and rewarded to only highly respected foreign dignitaries.

7. He could have stayed at “The Pierre” in New York as it is owned by Tatas but the WH wanted to restrict his movements and visitors. (Iran’s ex-President Ahmadinejad was only allowed to go from his hotel to the UN Assembly hall and back. Libya’s Moammar Gadhafi had to sleep in a tent in New York’s Central Park as American hotels refused to rent him a room).

8. While Indian TV channels were flooded with news and videos of “Rock Star” reception of Modi, they forgot to tell you that all the “guests” had bought high priced tickets in hope of gaining expedited business licenses in India.

9. The only reason American media spared a 15 second segment of Modi’s visit was because of his dubious past about the 2002 carnage or the delivery of court summons to him.

10. CNN ran a pre-recorded (and edited) interview of Modi, by an Indian-American reporter Fareed Zakaria. ABC, NBC, FOX etc TV channels did not consider his visit worthy of special airtime.

11. New York Times, New York Post, Daily News, Newsday etc spared a small insignificant column space deep inside their publications on 6th, 8th or 10th page.

7th October, Narmada Dist/ Satara /New Delhi: False promises; snatching away of  rights  and even hope; continued mistreatment and harassment at the hands of police and administration; physical, psychological and emotional exploitation- these are not just sporadic instances but a common pattern of grave injustices seen where people have been displaced in the name of ‘development’.

On 6th October, 12 oustees of Sardar Sarovar Dam from Gadher village in Narmada district of Gujarat, jumped into Narmada canal to awaken the administration to their plight of 22 years. The official claim is that they were ‘rehabilitated’ in 1992, however in reality, they still have not been given alternate land and government job to one family member at the time of acquiring their land, which is clear and outright non-compliance of Narmada Water Dispute Tribunal Award 1979, Rehabilitation policy of Government of Gujarat and orders Hon’ble Supreme Court.  After 22 long years, they still await justice and were left with no other option but to resort to this form of protest. On one hand, the Government of Gujarat has always justified Sardar Sarovar Project and glorified the Narmada Canal as the ‘lifeline of Gujarat’, but  on the other, it turns a complete blind eye to its own people of Gujarat who have been so severely affected by  the displacement caused by this very project. Why this apathy? Whose interests are being served?

Another unfortunate incident of death caused by displacement is that of Satara district of Maharashtra, where struggle against Wang-Marathwadi dam is on. The people affected by the dam, which is mired with irregularities and was pushed through without proper rehabilitation, have not received any compensation in spite of written assurances and approvals. For the last 4 years, the villages near the dam are getting submerged during monsoon and yet no relief has ever reached them. Amidst all this, there is continued harassment of the displaced persons for demanding their rights. For the last few months, Kashinathbhau Mohite, one of the most active members of the struggle, was facing harassment by administration over cases filed during peaceful and democratic protests held previously. Especially in the last 2 days and nights, he along with others, was being harassed at Dhebewadi police station. Today, he ended his life.  Who killed this victim of ‘development’ without justice? How many more lives will be taken in the name of ‘development’?

We strongly condemn the State’s apathy towards the displaced persons and the continuous harassment and oppression at multiple levels. There must a complete stop to every kind of harassment displaced persons are subjected to either by the police or the administration. We demand full and complete compliance with court orders and policy documents, and promises related to rehabilitation and resettlement be fulfilled, so that justice is rendered.

26/11 मुंबई हमले में शहीद एटीएस चीफ हेमंत करकरे की पत्नी कविता करकरे का सोमवार को ब्रेन स्ट्रोक की वजह से निधन हो गया, लेकिन जाते-जाते वह 3 लोगों को जिंदगी दे गईं।

बेहोशी की हालत में कविता को पीडी हिंदुजा हॉस्पिटल लाया गया था। शनिवार को उन्हें ब्रेन हैमरेज हो गया था, जिसके बाद वह होश में नहीं आईं। डॉक्टर ने बताया कि 
हैमरेज की वजह से उनके दिमाग के लिए खून की सप्लाई रुक गई थी। वह दिल से जुड़ी समस्याओं से भी जूझ रही थीं।

सोमवार को उनकी बेटियों के अमेरिका से भारत पहुंचने तक उन्हें वेंटिलेटर पर रखा गया था। बाद में भाई-बहनों ने अपनी मां के अंग जरूरतमंद मरीजों को दान देने का फैसला किया। उनकी एक किडनी 48 साल के शख्स को दान की गई, जो पिछले एक दशक से डायलिसिस पर जिंदा था।

दूसरी किडनी 59 साल के एक शख्स को दी गई, जो कि पिछले 7 साल से किडनी मिलने का इंतजार कर रहा था। करकरे ने 49 साल के एक अन्य शख्स को भी जिंदगी दी, जो पिछले कुछ सालों से लिवर फेल होने से जूझ रहा था। इसके अलावा कविता की आंखें एक हॉस्पिटल के आइ बैंक को दान की गई हैं।

हिंदुजा के डॉक्टर्स ने बताया कि कविता के बच्चों आकाश, सयाली और जुई ने दुख की घड़ी में गजब की हिम्मत दिखाई। जब टीओआई ने इस बारे में परिवार से बात करने की कोशिश की, सयाली ने कहा कि वह इस वक्त मीडिया से बात नहीं करना चाहतीं।

कविता की हेमंत करकरे से पहली मुलाकात एक कार्यक्रम में हुई थी, जहां पर वह एक वक्ता के तौर पर पहुंचे थे। आईपीएस ऑफिसर बनने से पहले हेमंत प्रफेसर थे। करकरे के निधन के बाद उनका परिवार उनके ऑफिशल रेजिडेंस पर ही रह रहा है।




मुंबई हमले में हेमंत करकरे के शहीद होने के एक साल बाद 26 नवंबर 2009 को टीओआई को दिए इंटरव्यू में कविता ने अपने पति से हुई आखिरी मुलाकात को ऐसे बयां किया था, 'पहली बार डेढ़ महीने के बाद मैं और हेमंत एकसाथ डिनर कर रहे थे। तभी उन्हें सीएसटी में गड़बड़ी के बारे में फोन आया। उन्होंने अपने शूज पहने और कार में बैठकर चले गए।'

करकरे कामा हॉस्पिटल के पास शहीद हुए थे। बाद में उनकी पत्नी ने प्रशासन पर सवाल उठाए थे कि जब उनके पति और अन्य साथी 40 मिनट तक हॉस्पिटल के बाहर पड़े हुए थे, तो उनतक वक्त पर मदद क्यों नहीं पहुंची।

कविता एक कॉलेड में बीएड पढ़ाती थीं। मंगलवार शाम को उनका अंतिम संस्कार कर दिया गया।

जयललिता को भ्रष्टाचार के आरोप में सजा मिल गई है। सवाल है कि क्या जयललिता ही अकेली मुख्यमंत्री थीं, जिन्होंने आय से अधिक संपत्ति अर्जित की। जब झारखंड में थोड़े समय के लिए मुख्यमंत्री बने मधु कोड़ा पर चार हजार करोड़ रुपये की संपत्ति अर्जित करने के आरोप लगे थे, तो उन नेताओं का क्या होगा, जो वर्षों से मुख्यमंत्री थे या हैं? एक स्कूल का अध्यापक जब मुख्यमंत्री बन जाता है, तब रातोंरात उसके और उसके परिवार के पास अकूत संपत्ति कैसे जमा हो जाती है? लिहाजा न जयललिता अपवाद हैं, न करुणानिधि। इसलिए सिर्फ जयललिता को दंडित करना काफी नहीं होगा, जब तक यह सजा बाकी भ्रष्ट नेताओं के लिए नजीर न बने।

इसके लिए आवश्यक है कि अदालती प्रक्रियाओं को सुधारा जाए। मुकदमों का निपटारा तेजी से हो। पर आज करोड़ों मुकदमे लंबित पड़े हैं। ऐसे में, न्यायिक सुधार चाहे कितने कर लिए जाएं, देश लूटने वालों को जल्दी सजा देना संभव नहीं होगा। इसके लिए जरूरी है कि राजनेताओं के भ्रष्टाचार की शिकायत पर सुनवाई करने वाली अदालतें अलग से गठित की जाएं और ऐसा कानून बने कि कोई मुकदमा दो साल से ज्यादा न खिंचे।

मगर सवाल है कि बिल्ली के गले में घंटी बांधे कौन। कानून बनता है संसद में और संसद में जाते हैं वही राजनेता, जो मंत्री-मुख्यमंत्री के परिवार से जुड़े होते हैं। अब भाई-भतीजे व बेटी-दामादों को टिकट मिलते हैं और वही राजनेता बनते हैं, क्योंकि आज राजनीति सबसे बड़े मुनाफे का कारोबार बन चुकी है।

पर चाह लें, तो चीजें बदल सकती हैं। बीस साल पहले इटली में भ्रष्टाचार चरम पर था। वहां के जागरूक नागरिकों, वकीलों और पत्रकारों ने कमर कस ली और कुछ वर्षों में छह सौ से ज्यादा भ्रष्ट राजनेताओं, न्यायाधीशों व अधिकारियों को जेल जाना पड़ा। ऐसा भारत में भी संभव है, क्योंकि जनता जागरूक हो चुकी है, सूचना तंत्र आधुनिक हो गया है और बेनामी दौलत छिपाना आसान नहीं है। सरकार तय कर ले, तो भ्रष्ट राजनेताओं और अधिकारियों को आसानी से पकड़ा जा सकता है।

पर यहां एक और समस्या है। आज यह सिद्ध करने के लिए कितने ही प्रमाण उपलब्ध हैं कि हमारी न्यायापालिका भी भ्रष्टाचार से अछूती नहीं। जब उच्चतर न्यायपालिका भी इससे बची हुई न हो, तो कैसे माना जाए कि लोकपाल के पद पर बैठने वाला व्यक्ति पूरी तरह ईमानदार होगा? इसलिए शिकायत सुनने, जांच करने, मुकदमा चलाने व सजा देने का अधिकार लोकपाल के हाथों में केंद्रित करने की अरविंद केजरीवाल की मांग का समझदार लोगों ने विरोध किया था। दरअसल एक तरफ कुआं है और दूसरी तरफ खाई। अगर न्यायाधीशों को विशेष अधिकार देकर उच्च पदस्थ लोगों के खिलाफ मुकदमा चलाने की छूट दी जाए, तो वे उसका दुरुपयोग भी कर सकते है। ऐसे में कोई कानून बनाना या नया कदम उठाना चुनौती भरा काम है।

इस परिस्थिति का लाभ उठाकर ही राजनीतिज्ञ भ्रष्टाचार की हदें पार करते जा रहे हैं। इसलिए जागरूक लोगों को कानून में ऐसे बदलाव करने की मांग करनी चाहिए, जिससे बिना प्रशासनिक बोझ बढ़ाए ही भ्रष्ट राजनेताओं को दो साल के भीतर सजा मिल सके। तभी देश.

बिलासपुर/पेंड्रा [निप्र]। आचार्य धर्मेद्र ने भगवान पर आस्था नहीं रखने वालों पर निशाना साधा। उन्होंने कहा कि यदि कोई भगवान पर भरोसा नहीं करता हो तो उसे चौराहे पर खड़ा करके गोली मार देना चाहिए, क्योंकि भगवान की सृष्टि के अकाट्य प्रमाण है और सृष्टि का संचालन ही ईश्वर द्वारा होता है। ऐसे में भगवान को नहीं मानने वाले के जिंदा रहने का क्या औचित्य है। उन्होंने कहा कि भारत के किसी भी स्कूल में ब्रह्मांड, धर्म आदि के बारे में बताया ही नहीं जाता तो इसी शिक्षा का क्या औचित्य है?
वे अमरकंटक के मृत्युंजय आश्रम में आयोजित 10 दिवसीय सत्संग समारोह के दूसरे दिन सोमवार को भक्तों को संबोधित कर रहे थे। इस दौरान वे रविवार को दिए गए उस बयान पर कायम रहे, जिसमें उन्होंने कहा था कि कोई डे़़ढ पसलीवाला, बकरी का दूध पीने और सूत कातने वाला व्यक्ति भारत का राष्ट्रपिता नहीं बन सकता। उन्होंने कहा कि महात्मा गांधी कभी भी भारत के पिता [राष्ट्रपिता] नहीं हो सकते। वे भारत मां के पुत्र जरूर हो सकते हैं।
उन्होंने दावा करते हुए बताया कि 16 साल की उम्र में उन्होंने भारत के दो महात्माओं के नाम से किताब लिखी थी, जिसमें महात्मा गांधी के बारे में बहुत कुछ लिखा और उजागर किया था, पर उस किताब को प्रतिबंधित कर दिया गया। उन्होंने राजनैतिक पार्टियों पर निशाना साधते हुए कहा कि भारत में बरसात में मेंढकों और कुकुरमुत्तों की तरह पार्टियां हो गई हैं और यदि मेरी गंगा मां, नर्मदा मां, यमुना मां कहेंगी तो मैं भी पार्टी बना लूंगा।
उन्होंने धर्मनिरपेक्षता की भी निंदा करते हुए कहा कि हमारा नाम हिंदू और देश का नाम हिंदुस्तान हमारे प़़डोसी मुल्क ने दिया है, हम तो सिंधु की पवित्र भूमि में रहने वाले सिंधु संस्कृति के सिंधु लोग हैं। जब हमारे देश को हिंदुस्तान तुमने ही कहा है तो फिर हमारे अंगने में तुम्हारा क्या काम?। जो भारत माता को स्वीकार नहीं करता, वो हमारे योग्य नहीं है। आचार्य धर्मेद्र ने विनोबा भावे के जय जगत के नारे के विरोध करने की बात बतलाते हुए कहा कि विनोबाजी से मुलाकात के दौरान नीलिमा देशपांडे भी थीं। मैंने जब जय जगत के नारे देखा तो विनोबाजी से तर्क किया कि ये तो जय हिंद का वैकल्पिक रूप हुआ। इस बात को लेकर विनोबाजी से काफी तर्क हुआ। इसके बाद मैं वहां से जब जाने लगा तो विनोबाजी संतुष्ट दिखे और छह महीने बाद जब मैं उनके यहां गया तो उनके पत्थरों में जय जगत लिखना बंद हो गया था।

आचार्य धर्मेद्र ने कहा कि मैं टिप-टॉप रहता हूं। आइना अपने पास रखता हूं। बाल व्यवस्थित रखता हूं, क्योंकि मैं भगवान शंकर और विष्णु का भक्त हूं, जिन्हें एक ही समुद्र मंथन से एक को विष और दूसरे को लक्ष्मी की प्राप्ति हुई थी। मैं फैशन नहीं करता, बल्कि सलीके से रहता हूं।

Chhattisgarh Assembly Speaker Gauri Shankar Agarwal wants to hold a “training programme for journalists” so that they do not raise questions that can “adversely affect the image of the state”. “I’ve proposed a programme for Chhattisgarh journalists as they must know the protocol of raising appropriate questions. What questions should be asked, which (issues) enhance the image of the state and which questions can damage its image… I will call local journalists to undergo training for a day or two and invite journalists from Delhi as well,” Agarwal said. His remarks come days after the Union Minister of State Vishnu Deo Dai asked a TV reporter to “get out” after he asked about the condition of schools in his area. Journalists have condemned Agarwal’s statement. Agarwal was recently in a controversy when news surfaced that he continued to illegally occupy 4.5 acre government plot in Raipur. While the BJP admitted that he “committed a mistake,”  the government defended the Governor saying “it was an old issue”.
