The man who trafficked 5,000 tribal kids; dna explores a dark underbelly of modern day slavery

In a three-part series, dna explores a dark underbelly of modern day slavery and the trade in humans from some of the remotest and backward areas of Jharkhand that is India's very own 'slavery belt'. In the first of the three-part series, dna reveals the chilling confession of a master trafficker who alone has admitted to having trafficked over 5,000 tribal kids
It is estimated that every tribal hamlet in the naxal-affected Simdega-Gumla-Khunti region of Jharkhand has at least one missing child. All of them trafficked as unpaid domestic helps or sex slaves across India that has earned it the notorious tag of being the country's unofficial 'slavery belt'. dna travelled to remote villages meeting rescued tribal slaves and parents whose kids have never returned. Behind the tales of horror, is a network of human traffickers whose way of functioning the police are yet to decipher.
The Jharkhand Police nabbed Panna Lal Mahto in October 2014 from a house in Delhi's Shakurpur locality. He is one of the 35 kingpins who operate a heinous network supplying Delhi homes with tribal kids who work unpaid for years. dna studied witness accounts, hand-written police notes, confession statements and documents recovered from Mahto's residence in Delhi to deconstruct his modus-operandi and of others like him.
Mahto states that he started off in 2003 with four girls from his village of Ganoliya who he placed as domestic helps for a sum of Rs 1,000 per month in Delhi. He earned his first commission of Rs 8,000 for the job. After 11 months, he sent them back instructing each girl to bring back three more from their neighbouring villages to Delhi within a month. "I also got in touch with people at churches and villagers who were willing to become my agents for little money," says Mahto in his confession.
One of the girls who was brought back was Sunita, who soon became his wife. "I got her employed as a domestic maid. I felt attracted to her and married her that year," reveals Mahto. With a rapidly growing portfolio of tribal girls who were getting even more girls from the slavery belt every year, Mahto struck it rich.
Delhi was an ideal place for his business to flourish. "Almost every household in Delhi, from that of judges and politicians to bureaucrats and MNC executives, employ domestic helps. Working couples barely have time to do household chores. All they want is a placement agent who can supply them a maid at the lowest cost," says Rishi Kant of Shakti Vahini, an NGO.
According to the research carried out by vocational institute, Kamalini, the demand for domestic helps, mainly women in 16-30 age group, would grow to six lakh in Delhi NCR over the next five years.
Business boomed for Mahto, and in 2005, within two years of opening an agency, he had enough money to buy a 25-square yard plot in Delhi's Shakurpur Colony. "I built a four-storey house. Whenever my agents come with kids, they stayed there. I supplied them across Delhi and to places like Jaipur, Chandigarh and Bangalore," says Mahto. "For 150 kids, I used to earn a commission of anywhere between Rs 70,000 to Rs 1 lakh," says Mahto in his confession statement.
Even as Mahto was making a killing, the young tribal kids he employed through his web of over 400 fake placement agencies were going through hell.
Documents recovered from Mahto's residence show that his commission from supplying domestic helps ranged from Rs 10,000 to Rs 30,000 per head. The tribal kids meanwhile were being employed on wages of Rs 1,000 to Rs 2,000 a month. Copies of contracts recovered show that the wages were to be paid to Mahto's agency.
Statements of domestic helps, who were recovered in raids from some of his agencies, reveal that many of them were not paid wages for their work. But the police have not found any records or receipts that show that the wages collected by Mahto were being paid to the domestic helps. Most of the victims dna spoke to said they had never received any money even after many years of work.
Mahto was a frequent visitor at Jharkhand Bhawan in South Delhi's Vasant Vihar. He would land with bouquets in hand whenever an MLA from the state came visiting. On tribal festivals like Karam and Sarhul, Mahto was a regular at Jharkhand Bhawan.
His networking paid off in 2013 when he met Congress MLA and then Jharkhand's agriculture minister, Yogender Sao, during an event on the day of Karam festival at Jharkhand Bhawan.
"We belonged to the same tribe. I liked his (Sao's) ambition to become an MP. I gave him my car to visit big politicians in Delhi. He took me to the homes of leaders like Subodh Kant Sahay, Rahul Gandhi and Sonia Gandhi," reveals Mahto.
Sao is a Congress politician of dubious credentials. He was arrested at Mahto's Delhi residence in October 2014. He was arrested from the trafficker's residence after his links to an extremist extortion organisation, Jharkhand Tigers, were revealed. He is also one of the politicians named in the FIR of the 2010 cash-for-votes scandal.
"I saw on Doordarshan News that the Hazaribagh police were looking for Sao. He called me up and I picked him from the railway station. I drove him to Jharkhand Bhawan. But after seeing a media contingent outside, I drove him to a hotel in Paharganj. From there we went to my house in Shakurpur," reveals Mahto.
During interrogation, Mahto revealed to the police that his main agents keep in touch with young men and women in most villages of the Simdega-Khunti-Gumla slavery belt. These young men and women act as 'sub agents', who lure kids, mostly tribal girls in the villages, with a promise of better life in Delhi.
According to Mahto, they are paid a sum of Rs 15,000 to get the 'consignment' to Ranchi railway station from remote villages in the slavery belt. At the station another agent takes possession and is entrusted with the task of transporting them to the placement agency in Delhi. At the New Delhi railway station, another agent waits for the arrivals. After they are taken to the placement agency, the Ranchi agent gets a commission of Rs 40,000. "Rescued girls we spoke to said that many of them were forced to have sex on the night of arrival," says Sita Swansi of Diya Seva Sansthan.
Upon arrival at Mahto's placement agencies, most girls were given new names.
In their identification documents, the minors were shown as above 18 years of age. "From the files recovered from Mahto's home, I saw one case where the identity of the girl had been changed four times in one year," says the investigating officer, Aradhna Singh. Mahto has confessed to having trafficked over 5,000 tribal kids. That number might be just the tip of the iceberg.
The Jharkhand CID and the Delhi Police have a list of 34 other traffickers.
Most are known criminals in Jharkhand but operate in India's capital. The police are yet to crack this web that supplies tribals to Delhi from India's unofficial slavery belt.

The Prime Minister's Office (PMO) ordered 60 amendments to green clearance norms from the Union environment, forests and climate change ministry in September 2014. By the end of January, Environment Minister Prakash Javadekar and his team delivered on most of these. Some that needed more than just tweaking of executive orders are likely to be carried out through legislative amendments that the ministry is working upon.

Business Standard reviewed a copy of the PMO orders. The list was prepared after a meeting of the principal secretary to the prime minister with the secretaries for petroleum and natural gas, coal, steel, power, road, transport and highways and shipping, in mid-August.

The TSR Subramanian committee set up to review five environmental laws has made some recommendations, which echo the demands of the PMO, such as a single environmental clearance doing away with the state government's powers. Following the report, the ministry has decided to bring amendments to the laws by the coming session of Parliament.

The Environment Protection Act, 1986, is especially amenable to substantial changes through executive orders. The law provides power to the Centre to completely change norms and procedures through simple notifications and guidelines that can be done by executive fiat.

The meeting in the PMO at which the amendments were decided concluded: "Several projects are pending for long for want of clearances due to cumbersome processes and a difficult mechanism. Many projects are getting derailed or substantially delayed, leading to huge cost escalation and non-viability of projects."

An emailed questionnaire sent to the PMO on January 19 did not elicit a reply. It had inquired if the PMO had assessed how many projects were held up or delayed because of these procedures, if it had assessed what would be the impact of the changes in the regulations on the environment and if there were any further changes being proposed besides the 60.

Even in the United Progressive Alliance regime, the PMO, then headed by Manmohan Singh, had at times asked for changes to the regulations for easing clearances for industry, though not so many as has been asked by the PMO under Narendra Modi. Some of these changes were carried out by the environment ministry, then under various ministers, but at times, the ministers also got back, disagreeing with the PMO and noting some of the changes would not help environmental conservation.

The PMO documents from September and the series of amendments to regulations and norms carried out subsequently show the ministry under this has followed the instructions from the top more closely.

The changes demanded and delivered include doing away with environmental clearance for industries inside Special Economic Zones, ports and National Investment and Manufacturing Zones. It also asked that the ministry's statutory expert appraisal committees (EAC) not be allowed to question the site location of industry once the preliminary terms of reference for studying the environmental impact is finalised.

It asked that an EAC's powers to ask for additional studies from project proponents be stopped once the developers have committed to standard prescriptions. It also asked that the expert committee appraising thermal and hydropower projects not put additional conditions while clearing projects and stick to the ones mandated by the ministry or standard norms.

The PMO instructed that in case industries change their production processes after environmental clearances, they should not be asked to go through the clearances again, as long as they certify that their pollution levels would remain the same. These, the PMO asked, should be verified through 'third party agencies'.

It also said, "The environment ministry may consider the proposal of duly reducing the duration for baseline data monitoring from the present three months (other than monsoon season) to 30 days." Such baseline data is collected and used to prepare a comprehensive environmental impact assessment report, on the basis of which the ministry's expert committee reviews the project. Additionally, the PMO said the mandatory public hearings could be conducted by someone other than the state pollution control board, where the public hearings could not be organised for reasons beyond the control of project developers.

On forest clearance, the PMO ordered 18 changes. One of these said in case forestland has already been diverted for projects, if any additional facilities come up, developers should not be asked to secure fresh forest clearances under the Forest Conservation Act, 1980. It also asked preliminary surveys for projects in wildlife parks and sanctuaries be allowed by state officials and were not to be brought to the Centre for clearance as long as no trees were cut.

The PMO also ordered that while granting forest clearance, the statutory Forest Advisory Committee (FAC), which appraises projects, not put any conditions for state governments and restrict the terms to those the project developer can deliver. It also recommended that "FAC may be advised not to include any condition on project cost-related CSR (corporate social responsibility) expenditure as this is the mandate of other ministry. This may be duly clarified."

On wildlife, the PMO said an inter-ministerial group be formed to prepare a petition to be put before the Supreme Court. The petition is to ask the Court that state wildlife boards and national wildlife boards be allowed to give clearances to projects in national parks and sanctuaries according to the original Wildlife Protection Act provisions and not follow the additional conditions that the apex court has put over years. This has not been done so far.

The PMO also asked the ministry to ensure common studies and processes for all clearances, whether at state or central levels. These are under process. The states have been recently asked not to link their environmental clearances to a project developer's access to a power connection.

The ministry has given a big relief to projects on the coastline by following the PMO orders and clarifying that those with clearance under the 1991 Coastal Zone Regulations need not secure one under the revised 2011 notification.

We, the undersigned with utmost urgency request you for your immediate intervention in this matter, with respect to the conferment the Gallantry Medals for the Police from Odisha.

On 14th August 2014, the Ministry of Home Affairs of the Government of India announced police medals on the occasion of Independence Day -2014. Out of the total 15 recipients for President’s Police Medal for Gallantry, eight police officers from Malkangiri, Odisha were recommended to be awarded. The awardees are Satya Sundar Behera (Habildar), Manoj Kumar Parida (Constable), Moti Singh Nayak (Constable), Tribijay Khara (Constable) and Sanat Kumar Patra (Constable).

Under Police Medal for Gallantry Santosh Kumar Mall (Addl. Superintendent of Police), Pabitra Mohan Nayak (Constable), Dibyalochan Raj (Sub-Inspector), Chitta Ranjan Jena (Constable), Samodar Kulusika (Constable), Jayanta Kumar Naik (Sub-Inspector), Satyajit Kandankel (Sub-Inspector), Niranjan Sarangi (Constable).

The names of Akhileswar Singh (Superintendent of Police), Pabitra Mohan Nayak (Constable) and Siva Sankar Nayak (Constable) were announced under President’s Police Medal for Gallantry and Police Medal for Gallantry.

On 13 September 2013, 14 innocent Adivasis were killed in a staged encounter in Malkangiri and the matter is pending with the National Human Rights Commission bearing NHRC Case No. 3324/18/29/2014-AFE, 2171/18/29/2013-AFE. It is also to be noted that Mr. Akhileswar Singh, IPS has been transferred to Sambalpur. It is also learnt that unfortunately one Raju Saha was killed on 2nd October 2014, in a staged encounter by a team led by Superintendent of Police IPS Akhileswar Singh which is also pending with National Human Rights Commission bearing multiple petitions at NHRC vide case details: 4491/18/13/2014-AFE, 4353/18/13/2014-AFE, 4217/18/13/2014-ED and 4144/18/13/2014-AFE.

As per Supreme Court guidelines, cops should not be honoured with awards if they are involved in encounter. However, the state government recommended the names of cops without ascertaining the veracity of the encounter. Observing this, a petition was filed and challenging the state government’s announcement of names of police personnel for gallantry awards. Justice Biswanath Rath issued notices to the home secretary, director general of police, Sambalpur superintendent of police and Centre seeking reply within 10 days.

It is indeed a shame and we as responsible citizens do not want to see this blunder committed yet again by the state rewarding the killers of its own citizens, as was done in the case of Ankit Garg who also was conferred the Medal of Gallantry where innocent civilians were also killed in the midst of an encounter led by him as well as he being the main orchestrator of inflicting third degree torture on Soni Sori, an Anganwadi teacher in Chattisgarh.

We would like to seek your urgent intervention to immediately withdraw the conferment of the medals bestowed over these police officers with immediate effect.

हम चिंतित है की भारत के चुनावी इतिहास में पहली बार धार्मिक कट्टर पंथी शक्तिया[ जो  हिन्दू राष्ट्र  को अपना एजेंडा  घोषित कर चुके हैं .] राज्य पर अपनी राजनैतिक पकड़ मजबूत करने के  लिए प्रयासरत है ,जिसके कारण  भारत के संविधान के सार और सिद्दांतो पे गंभीर खतरा मंडरा रहा हैं। 

हमें  कोई शक नहीं  था की नरेन्द्र  मोदी और भारतीय जनता पार्टी  (भाजपा) के नेतृत्व में  बनी राष्ट्रीय जनतांत्रिक गठबंधन सरकार हिन्दू राष्ट्र केदर्शन  को  को लागू करने के लिए काम करेगी ,जिसकी परिकल्पना आरएसएस ने की थी ऐतिहासिक यथार्थ ने अब ये स्थापित कर दिया हैं की भाजपा संघ के कब्ज़े  हैं ,और उसके साथ साथ तमाम ऐसे गुटो और घटको के जो संघ परिवार का हिस्सा है ,जैसे विश्व हिन्दू परीषद ,बजरंगदल आदि ,

इस सम्बन्ध में भारत में आज़ादी के बाद सांप्रदायिक शक्तियों का हिंसक इतिहास और उससे ज्यादा गुजरात में नरेंद्र  मोदी का मुख्यमंत्री काल  में होने वाले जनसंघार का इतिहास ,अब भाजपा द्वारा राज्य मशीनरी पर एकाधिकार कायम करके पुनर्जीवित  किया जा रहा हैं जैसे की भाजपा शाशन के 200 दिनों में स्पष्ट दिखाई दे रहा हैं। 

वर्तमान में तमाम एकाधिपत्य क़ानूनी कार्यवाही कर संसदीय जनतांत्रिक संस्थाओ और प्रक्रियाओ को कमजोर किया जा रहा है ,जैस एकी अभी हाल  में सेंसर बोर्ड के अध्यक्ष और सदस्यों का स्तीफा तमाम पत्रकार और  मिडिया के लोगो को इसलिए निकाला  जाना कि उनका वैचारिक आधार शायद वामपंथी है ,और शिक्ष  का साम्प्रदायिक करण करने के इरादे से कुलपतियों या  शिक्षण संस्थाओ के मुखियाओं  को बदलना ,फिल्मो पे पाबन्दी और उसपे हमले आदि। 

हम नये भारत के  विकास के नारे और नरेंद्र मोदी के अच्छे  दिन आने वाले है जैसे नरो के पीछे छिपे एजेंडे के बारे में भी सजग है  ,यह पानी की तरह साफ है की भजाओ के नेतृत्व  वाली सरकार कार्पोरेट जगत के हित में भूमंडलीकरण के निर्धारित लझो  की प्राप्ति के लिए कटिबध्द हैं और इसी के चलते देश की बहुमूल्य सम्पदा और  विशाल मानव संसाधनो को मुनाफाखोरी के लिए उनके हाथो में बेधड़क सोम्प  रही है ,निजीकरण और नव उदारवादी की नीतियों को लागु किया जा रहा हैं ,जबकि तमाम लोगो को सुनियोजित और  बेरहमी से हाशिये पे धकेला जा रहा है।  इनकी एकाधिपत्य चरित्र के नेतृत्वा में भारत के संविधान में निहित मानव अधिकार और जनतांत्रिक अधिकारों के प्रति कोई आस्था नहीं हैं ,

* ग्रह मंत्रालय द्वारा मध्यभारत और विशेषकर छत्तीसगढ़ में गृह युद्द जैसे हालत पैदा कर सेना के स्तेमाल की वकालत करना। 

यह कछ एक ऐसे  उदाहरण है जिसमे ' कार्पोरेट - साम्प्रदायिक  -सुरक्षा-राज्य " के ढांचे के प्रति इशारा करते है ,जो वर्तमान एकाधिपत्य सरकार के आने वाले इरादे की और इंगित करता है ,इसमें कोई शक नहीं हैं कि राज्य मशीनरी आज खुले आम बेशर्मी के साथ अमीरो और सत्ताधारियो की सेवा  में समर्पित हैं, और गरीबो और हाशिये पे खड़े लोगो के खिलाफ बेरहमी से खुल के काम कर रही हैं। 
हालाँकि पुरे देश का स्वरुप अब इस कार्पोरेट -साम्प्रदायिक  -सुरक्षा-राज्य का भावी रास्तें की दिशा में कैसे चल रहा है ,यह तो साफ है , लेकिन छत्तीसगढ़ में जनतांत्रिक प्रक्रियाओ को कैसे नजसंदाज़ कर कार्पोरेट लूट को और विनाश की नीति तो पिछले शाशन काल से ही भाजप लागु कर रही थी ,अब केंद्र में भाजप की राजग सरकार के चलते तो राज्य सरकार निर्ममता से एकाधिपत्य कानून व्यबस्था के तहत सभी विरोध के स्वर और जनतांत्रिक आंदोलनों पर दमनचक्र चला रही हैं, खासकर  उन लोगो के प्रति जो भूमण्डलोकरण रोकने ,साम्प्रदायिकता का मुकाबला करने और जनतांत्रिक की रक्षा  में शामिल हैं ,

#  सलवा जुडूम को नए अवतार में प्रकट होना ,जैसे बस्तर की 50 ग्रामसभाओं में प्रस्ताव पारित      कर गैर हिन्दुओ  को अपनी धार्मिक मान्यताओ पर आधारित पूजापाठ और प्रचार पे पाबंधी        लगाना ,   ये फासीवाद को नयी बोतल में पेश करना जैसा ही  हैं। 
#  मसीहियों और मुस्लिमो पे हिंसक हमले गाइकानूनी गिरफ्तारियां और घर वापसी जैसे अभियान    जोर शोर से चलाये जा रहे है ,जो दलितों ,भूमिहीनों और किसानो -मजदूरो के बीच खाई खड़े       करने  के इरादे से चलाये जा रहे है ,ताकि कार्पोरेट एजेंडे को लागु किया जा सके ,
#   बस्तर में आदिवासियों की गैरकानूनी गिरफ्तारियां और फर्जी मुठभेड़  की जा रही हैं।

इसलिए कार्पोरेट जगत के इरादे को पूरा करने की नियत से ही भूमि अधिग्रहण और वनाधिकार कानून ,पेसा कानून श्रम कानूनो मो भोथरा बनाए जाने की कोशिश की जा रही हैं ,वही दूसरी और ग्रानसभाओ के अधिकारों को कमजोर किया जा रहा हैं ,ताकि मुनाफा कमाने ,लालच और ऐशोआराम के लिए अंतहीन प्रयासों को और आसान  बना दिया जाये ,इसके विपरीत तमाम मेहनतकशो  के जीने और जीवकोपार्जन के मौलिक अधिकारों के हनन की प्रक्रिया को तेज़ किया जा रहा हैं। 

छत्तीसगढ़ की परिस्थितिया और भी संवेदनशील है ,क्यों की माओवादियों और राज्य के बीच द्वन्द   और टकराव और भी तेज होते जा रहे हैं,जो राज्य के ज्यादातर  जिलो में मौजूद है  ,इसके चलते राज्य और भी कठोर और दमनकारी  कानून बन रहा है ,जैसे छत्तीसगढ़ विशेष  जन सुरक्षा कानून 2005 और राज्य मशीनरी भारी संख्या में सेना और अन्य सुरक्षा बलो को आदिवासी और दलित बाहुल्य स्थानो में  तैनात किया जा रहा हैं,  जिससे कि उनके जीवन ,जीवकोपार्जन और संस्कृति पर हमला हो रहा  हैं ,इस टकराहट और द्वन्द को वर्तमान परिवेश  में देखने  समझने  की जरुरत है ,खास के यहाँ प्रगीतिशिल दलों और व्यक्तियों को नये प्रयास करने होंगे। 
हम इस सच्चाई से भी परचित है कि संप्रग जैसे  गठबंधन वाली सरकारों ने भी ग्लोबल -कार्पोरेट भारत के लिए समर्पित रही है ,हालाँकि फर्क सिर्फ ये है की वो फासीवादी शक्तियों के हमलावर चरित्र की नहीं थी। 
हम इस पहलु पे भी चिंता व्यक्त  करते है की ,वर्तमान सरकार वामपंथी -जनतांत्रिक ताकतों पे दमनकारी हमला करेगी ,विरोध के स्वर को कुचलेगी  और अभिव्यक्ति की आज़ादी पर पाबन्दी लगाएगी, केवल जनतंत्र की हत्या करके ही कार्पोरेट एजेंडे को लागु किया जा सकता है, भी एक क्रूर और हिंसक शाशन के जरिये ही। 
देश के वर्तमान राजनैतिक परिवेश में और उससे भी अधिक छत्तीसगढ़ में , अब जन  संघठनो ,सामाजिक आंदोलनों ,प्रगीतिशील बुद्धजीवियों , ट्रेडयूनियन ,सामाजिक सक्रिय समूहों ,और वामपंथी दलों के लिए यह लाजमी है की समाजवादी -जनतांत्रिक -धर्मनिरपेक्ष भारत के निर्माण में एकजुटता दर्शा के भावी  रणनीति और कार्यक्रम बनाये ,.

यह सम्मलेन सामूहिक चर्चा से निकले निष्कर्ष के आधार  पे यह घोषणा करती है कि -

1   भारत के संविधान में निहित  सार्वभौमिकता ,धर्मनिरपेक्ष ,जनतांत्रिक समाजवादी मूल्यों को को सवर्धित          किया जाये और सुदृढ़ किया जाये। 
2   सभी धर्मो को मानने वालो की अभियक्ति की स्वंतंत्रता ,उनकी धर्मिक मान्यताओ  के यहां आधार पे               जीवन निर्वहन करने दिया  जाये ,किसी  धर्म  के मानने  वाले पे किसी दूसरे धर्म  की जबरजस्ती लागु करने       की इजाजत नहीं दी जाये ,
3  भूमि अधिग्रहण  अध्यादेश 2014  को रद्द  कर भूमि आधिग्रहण  कानून 2013 को बहाल किया जाये ,और 
    उसमे  और किसान हितेषी प्रावधान जोड़े जाये। 
4   कोल  अध्यादेश निरस्त कर सुप्रीम कोर्ट के आदेश की मंशा के अनुसार देश की वास्तविक जरूरत के लिए         कोयला खदानों का उपयोग किया जाये , की कार्पोरेट मुनाफे के लिए, साथ ही ग्रामसभा की सहमति और          पर्यावरणीय ,वन अनुमति पहले ली जाये तथा उसके बाद ही खदानों का आवंटन किया जाये। 
5   छत्तीसगढ़  के प्राकृतिक संसाधन और खनिज सम्पदा का निजी उद्योपतियों के हित  में  दोहन  बंद किया 
     जाये। 
6   श्रम कानून में श्रमिक विरोधी संसोधन को वापस लिया जाये ,शासकीय  और निजी सेवाओ  में नियमित 
     श्रमिको  की भर्ती की जाये और ठेकाकरण  बंद किया जाये ,
7   जल जंगल जमीन का निजीकरण ,सार्वजनिक उद्योगो का निजीकरण तथा  विनिवेश बंद किया 
    जाये ,
8  ' मेक इन इण्डिया कीजगह मेड इन इण्डिया की नीति पे चलते हुए देश में ज्यादा से ज्यादा रोजगार के    
     अवसर बढ़ा के शहरी और ग्रामीण क्षेत्र  में समस्त बेरोजगारो को काम दिया जाये और आम जनता की 
     खरीदने की क्षमता बधाई जाये। 
9   प्राथमिक शिक्ष से स्नातकोत्तर तक निशुल्क और गुणवत्ता पूर्ण उपलब्ध कराइ जाये ,और स्वस्थ्य 
     चिकित्सा अधिकार कानून बनाकर निशुल्क चिकत्सा उपलब्ध  कराइ जाये। 
10  किसानो को उसकी उपज को लाभकारी कीमत दी जाये ,मनरेगा के तहत 200  दिन का रोजगार दिया जाये ,
      तथा शहरी रोजगार गारंटी  अधिनियम बनाया जाये ,मनरेगा  के मजदूरो को नियमित  भुगतान किया 
     जाये। 
11  वनाधिकार अधिनियम कानून के तहत अब तक वंचित काबिज़ लोगो को वनधिाकर पट्टा  दिया जाये। 
12  खाद सुरक्षा  अधिनियम का अमल करते  हुए सार्वजनिक वितरण प्रणाली को मजबूत किए जाये ,
13  महगाई और भरष्टाचार खतम  किया जाये ,
