रायपुर। पुरैना स्थित तालाब में स्कूल में मध्यान्ह भोजन के बाद बर्तन धोने गए 7 साल के दो मासूमों की डूबकर मौत हो गई। इनमें एक सूरज भोई पिता लक्ष्मण भोई और दागेश्वर पिता चनेश्वर साहू पुरैना की प्राथमिक शाला में पहली कक्षा में पढ़ते थे।

बताया जाता है, कि प्राथमिक शाला से सटे इस तालाब में अक्सर बच्चों को शिक्षक बर्तन धोने के लिए जाने देते हैं। शुक्रवार को भी दोपहर 3 बजे यह बच्चे यहां बर्तन धोने गए थे, तभी वे यहां नहाने भी लगे और गहरे पानी में जाने से दोनों की मौत हो गई। घटना तेलीबांधा थाना क्षेत्र की है। बच्चों को परिजनों ने यहां मौजूद लोगों की मदद से बाहर निकाला। इन्हें अंबेडकर अस्पताल ले जाया गया, जहां दोनों को मृत घोषित कर दिया।

दोनों बच्चों की मां के बुरे हाल हैं। उन्होंने जब अपने नन्हें बच्चों के शव देखे, तो स्थिति बेहद खराब हो गई। वहां मौजूद लोगों ने उन्हें संभाला।
स्कूल ने नहीं दिया ध्यान
लक्ष्मण भोई ने बताया कि दोनों सुबह स्कूल गए थे। छुट्टी के बाद ही दोनों को घर जाना था। बिना छुट्टी हुए ही दोनों वहां से निकल गए। इस दौरान किसी ने उनको नहीं रोका। अगर टीचर उन्हें रोकते, तो उनके बेटे का अपनी जान नहीं जाती। प्रधान पाठक एमएम संगवई ने बताया कि स्कूल के ही पास तालाब है। वह चारों तरफ से खुला है। इससे यह हादसा हुआ।

इधर, खमतराई गंगानगर के श्रवण कुमार (30) की शुक्रवार को डोंगिया तालाब में डूबने से मौत हो गई। वह शुक्रवार को 12 बजे नहाने गया था। डेढ़ घंटे बाद शव पानी पर तैरता हुआ देखा गया, तो उसके परिजनो  को सूचन दी गई।

रायपुर। समाजवादी मूल्यों में यकीन रखने वाले धड़े इस बिखरे कुनबे से आंदोलन खड़ा करने की तैयारी में हैं। रविवार को समाजवादी नेता और पूर्व केंद्रीय मंत्री पुरूषोत्तमलाल कौशिक की अध्यक्षता में हुए समाजवादी समागम में कुछ ऎसी ही रूपरेखा बनी। प्रदेश के अलावा मध्य प्रदेश और महाराष्ट्र से आए विभिन्न संगठनों के समाजवादी कार्यकर्ताओं ने छत्तीसगढ़ में जल, जंगल और जमीन की लूट पर नाराजगी जाहिर की।
उन्होंने इसका विरोध करने के लिए एकजुटता बढ़ाने और संघर्ष करने पर जोर दिया। समागम में समाजवादी नेता और मुल्तई (मध्य प्रदेश) के पूर्व विधायक डॉ. सुनीलम ने कहा कि डॉ. राममनोहर लोहिया ने आज से 50 साल पहले जब सप्तक्रांति की बात की थी, तब से दुनिया की समस्याओं में काफी बदलाव आया है। नई तरह की नाइंसाफी पैदा हुई है। उन्होंने कहा कि नई नाइंसाफियों के खिलाफ लड़ाई का एजेंडा तैयार करना होगा। समागम का संचालन गौतम बंद्योपाध्याय और मनमोहन अग्रवाल ने किया।
बनाना होगा विजन डॉक्यूमेंट
कनक तिवारी ने कहा कि आजादी के समय से ही समाजवाद की समझ अलग-अलग रही है। नेहरू का समाजवाद महात्मा गांधी के समाजवाद से अलग थी। इसकी वजह से संविधान में समाजवाद का उल्लेख नहीं है। उसे बहुत बाद में जोड़ा गया, लेकिन उसका स्वरूप परिभाषित नहीं है। उन्होंने कहा कि संवैधानिक समाजवाद की स्थापना के लिए एक विजन डॉक्यूमेंट तैयार करना होगा।

रायगढ़  के विकासखण्ड घरगोड़ा के ग्राम भेंगरी और कोकरी आमा के 40 आदिवासी किसान कल ही छत्तीसगढ़ बचाओ आंदोलन के धरना आंदोलन के बाद रायगढ़  से वापस आया थे ,की रात  में  3  बजे स्थानीय पुलिस इन लोगो के घर मे घुस के 6 आदिवासियों को पकड़ के ले गई ,बहुत देर तक तो समझ ही नहीं आया की आखिर इनका कसूर क्या है ,बाद में पता चला की टी आर एन इनर्जी  कंपनी के लोगो ने ग्राम के 8  लोगो के खिलाफ कोई एफआईआर दर्ज करवाई झै जिसमे 8 लोगो पे चौकीदार से मारपीट करने का आरोप लगाया गया है ,कम्पनी  ने कहा ही की इन आठ लोगो ने कारखाने के अंदर जबरजस्ती घुसने की कोशिश की और चौकीदार चन्द्रिका प्रसाद गिरी से मारपीट की ,और इन सबके खिलाफ धारा 147 ,323 ,294 ,327 ,506  बी  के तहत गिरफ्तारियां की गई है ,और रातो रात इन्हे थाने  और बाद में जेल भेज दिया गया ,

गिरफ्तार किया गए सभी लोग आदिवासी है और इन सबकी जमीन कमपनी ने फर्जी तरीके से अपने कब्ज़े में कर ली हैं ,ये लोग है , सेतलाल माझी,रथ लाल ,ऐतवार ,धनाराम ,रामकुमार और जोगी राम माझी है , भेंगरी और कोकारी आमा  के 80  आदिवासियों की जमीन एनर्जी  कंपनी ने फर्जी तरीके से हड़प ली है ,ये सारी  जमीन बेनामी और फर्जी कागजात के आधार पे कब्जाई  गई हैं , इस फेराफेरी के खिलाफ सभी किसान जिला प्रशाशन के पास 107  [ ] के तहत कार्यवाही के लिए गए थे ,और कलेक्टर ने इसकी जाँच के भी आदेश दिया है ,जिसकी जाँच एसडीएम  श्री अभिषेक सिंह कर रहे हैं।

इस गाव के 40 -50  आदिवासी  फर्जी जमीं हस्तांतरण के खिलाफ और पैसा एक्ट कानून के पालन और वनाधिकार कानून के क्रियान्वयन के लिए कई महीनो से आंदोलनरत है , 15 अक्टुम्बर यानि परसो के दिन ये सब रायगढ़ कलेक्टर के सामने धरना और प्रदर्शन के लिए गए थे , इसके पहले से  तैयारी  करने में इन लोगो ने सक्रिय  भूमिका अदा  की थी ,इससे कंपनी के लोग बोखला गए थे ,और  इनके खिलाफ झुटे प्रकरण दर्ज करवाने और उनके साथ पुलिस की मिलीभगत से इन्होने इन्हे गिरफ्तार करके अपने विरोध को दबाने की कोशिश की हैं ,

The Central Bureau of Investigation has registered First Information Report against Jindal Steel & Power in coal block allocation case. This is 36th FIR in the coal case.
The issue involved here is allocation of Gare Palma IV/1 coal block in Chhattisgarh to Jindal Strips Ltd which is now known as JSPL after demerger way back in 2002-2003. Besides the company, the FIR also included “unknown public servants under section 120 B, 409 and 420 of Indian penal Code (IPC) and sections 13(1)(C), 13(1)(D) of Prevention of Corruption (PC) Act.”
A senior CBI official said that allegations pertain to irregular mining lease beyond the approved area, excess coal mining, sale of coal, sale of coal fines and rejects, irregular consumption of coal in new extension plants.

The central empowered committee (CEC), constituted by the Supreme Court, has called the relationship between Sharda Mines (P) Ltd (SMPL) and Jindal Steel and Power Ltd (JSPL) unholy and illegal.
In a report to the SC on Friday, it recommended continued suspension of SMPL's mining operations. The CEC also asked Odisha to take immediate corrective measures and action against Sharda mines for transferring control rights to Jindals.
The CEC also recommended the reassessment of income tax, VAT and sales tax paid by the Sharda Mines and Jindals. It, however, stopped short of delivering a final verdict on the unholy relationship, citing a Supreme Court order dated January 13, 2014.
Sharda Mines ranks second in the list of 14 lessees, which have produced iron and manganese above 50 lakh metric ton without environmental clearances. Other violators are state-owned OMC Ltd, Tata group's Tisco and the Aditya Birla Group company. The total loss is pegged at Rs 17,500 crore.
The CEC has recommended recovery of at least 30% of the notional value of the loss from these lessees within three months. Their mining operations may be suspended in case of non-payment. Action against senior officers of the state government, from chief secretary downwards, has also been recommended.
What exactly is Jindal Steel's offence?
Jindals allegedly control Sharda Mines through its business associates, ex-employees and current employees and even through employees of associate companies. The Sharda family holds only 1 percent equity shares. Ninety nine per cent shares are directly and indirectly with the Jindals. This relationship between the two is ``brazenly illegal and highly objectionable,'' the CEC report said.
How did Jindals benefit?
No miner is allowed to have more than 1,000 hectares to mine. JSPL has one iron ore lease – Tantra Raikela mining lease – with an area of 298 hectares. By clandestinely controlling Sharda Mines, Jindals got 947 hectares more to mine. Not only that. SMPLwas selling iron ore to JSPL at a fraction of the market value. This prima facie indicates the transfer of control/interest by the lessee in favour of a third party, violating Rule, 37, MCR, 1960, the CEC report said.
How did JSPL control SMPL?
Sharda Mines has a screening and crushing plant, a washing plant as well as a conveyor pipe system in its premises. All statutory approvals are in the name of Sharda mines, but the infrastructure is owned by JSPL. The presence of such infrastructure and selling wholesale to Jindals is perhaps the "root cause of all the subsequent illegalities and irregularities,'' the CEC report said.
Is there any tax evasion involved?
JSPL and SMPL had contended that they are two independent entities and their relationship is only that of a buyer and seller. The CEC rubbished it and stated the duo have made such arrangements to evade VAT, sales tax, income tax and royalty at prescribed rates. This would run into crores of rupees. SMPL, one of the top 10 iron ore-producing mine, sold ore at Rs 400 per metric ton to JSPL, while other companies were selling at Rs 5,500 per metric ton in 2008-2009.
What is Odisha's role in the episode?
Though the state government acted against other companies for selling iron ore at lower rates, it spared Sharda mines, says the CEC report. Even the chief secretary had noted in the files as far back as 2002 that "it is well known that the mine (Sharda) is being operated by the Jindals. Would this not amount to a fraud?''

It may be noted that on 1st October, Harim Markam, S/o Hunga, Aged about 43 years, R/o Village Burgum (Nandapara), Tehsil Kuakonda, District Dantewada, Chhattisgarh;  also being the Deputy Sarpanch of Vill. Burgum, led a delegation of fellow villagers to the Collector’s Office in Dantewada to report that fellow villagers Joga Mandavi (30), Rajaram Sori (19) and Pandu Mandavi (21) who were arrested in early August were innocent and that the case against them is based on false testimonies. The letter submitted to the Collector is annexed hereto as Annexure A. Mr. Markam also submitted an affidavit to the collector, a copy of which is attached alongwith as Annexure B. The matter was also well reported in local newspapers.  On the same day they had also earlier submitted a letter to the Station House Officer of Police Station Aranpur, where the offence had been registered against the three villagers, stating that they had relevant facts to submit and that they wanted to co-operate in the investigation. The letter to the SHO, PS Aranpur is annexed hereto as Annexure C.

After this, on 5th October, a force of about 400-500 uniformed men (Cr.P.F. and police) camped in the village. On 6th October, they started looting houses in the village and beating people. The details of those who were beaten or their goods were looted have been attached alongwith as Annexure D. Specifically, in Nangapara, Bargum, where Mr. Markam resides, the forces started searching for the Deputy Sarpanch who went into hiding because of fear. The forces abused the villagers for going to the Collector and talking to the press. They also threatened that they would take the Deputy Sarpanch to the ‘camp’ and torture him. The beatings continued on 7th  of October and the force eventually returned on 8th of October. Ever since then Mr. Mandavi is scared about his life and liberty. The villagers of Burgum were beaten again on 16.10.2014 after human rights defender and social activist Soni Sori visited the village to do a fact finding into the incident.

Hence, it is prayed that the NHRC should take cognizance of the matter and swift and urgent action should be taken to safeguard the life and liberty of Mr. Hiram Markam. It should also be ensured that other villagers are also not further threatened, beaten or intimidated.

We would be obliged to receive early acknowledgment of this request.

Minda Furukawa officials say six months into operations, inmates are assembling harnesses at a rate comparable to that at the firm's Bawal plant
A new factory has been opened in South Asia's largest prison. For eight hours a day, six days a week, inmates of Tihar Jail here gather in an airy tin-roofed shed in Jail Two to tape long strands of insulated wire into harnesses for the Alto 800, one of Maruti Suzuki's most popular cars.

The plant, operated by Minda Furukawa Electric (MFE) - a joint venture between Ashok Minda Group, a leading automobile component supplier with an annual turnover of Rs 3,000 crore, and Furukawa of Japan - is a public-private-partnership between the Tihar prison complex and the private auto component maker.

The company has trained 30 inmates, and work is underway to build a much larger facility, to employ 250 prisoners on two shifts.

The project, a first for the Indian auto sector, is part of MFE's corporate social responsibility (CSR) programme. On-job training, authorities say, will provide inmates employable skills at the time of their release.

Labour unions, however, caution work behind the prison's high walls will be difficult to monitor and regulate.

"We have factories across the country," said Ashok Minda, chairman of Ashok Minda Group, noting his group had 29 manufacturing facilities that could partner prisons across major cities. "Once this model is established, fully implemented and successful, we will definitely go for horizontal deployment."

An MFE spokesperson said the company was exploring a similar arrangement in the new prison complex at Rohini in the north of this city.

Six months into operations, company officials said, inmates were assembling wire harnesses at a rate comparable to that at the company's facility in Bawal, Haryana. To meet the company's quality standards, the harnesses are checked twice - in Tihar and Bawal.

Indian courts mandate those sentenced to rigorous imprisonment must be put to work. Therefore, a significant proportion of Tihar's 12,000 inmates are employed in the prison factories that produce school furniture, file covers for the high court here, biscuits, towels, shoes and mustard oil. All the factories, with the exception of MFE and shoes units, are owned and operated by the state. Of late, prison officials said, private companies had shown interest.

"The companies get a captive, uninterrupted labour supply," said M K Dwivedi, superintendent of Jail Two. "Prison wages are much lower than wages paid outside, and once trained, a worker can't leave and join a competitor." There are no unions, no factory inspectors, few strikes, electricity at cost, and commercial space at Rs 10 per sq ft. Prison authorities are responsible for the discipline, meals and accommodation of its worker inmates.

Tihar inmates are paid Rs 99 a day for eight hours of skilled work, and Rs 70 a day for unskilled work. A quarter of these wages is deducted and directed towards a victims' relief fund.

Minda Furukawa pays 15 per cent more than prison wages, or Rs 113.85 a day, for skilled workers. It contributes 10 per cent, or Rs 11.30 per worker, per day, to the prison welfare fund - a total cost of Rs 125.15 per worker, per day for skilled work.

Minimum wages in Delhi are three times higher - Rs 399 a day for skilled work and Rs 329 a day for unskilled work.

"Theoretically, our wage bill is lower in prison, but we actually spend more on logistics, dual inspections, supervision and training," said N K Taneja, Minda's chief marketing officer. "The objective is not to save on wages; the objective is to do something for society."

An automobile's wire harnesses control all electricals from the ignition to the lights, and consist of a set of insulated wires taped together by hand.

"Harness-making is a labour-intensive process that must be done manually," said K D Singh, president of Minda Furukawa, explaining why the company chose this process for its Tihar facility.

The company envisions the Tihar facility as producing harnesses at a steady rate for its inventory stocks, rather than for its just-in-time needs, which are handled by its Bawal plant.

Inmates who had applied for positions at the plant were selected on the basis of their motor skills, eyesight, literacy, and length of sentence. Those selected were trained for a month.

"If someone is convicted for less than five years, we don't take him," said Taneja of Minda. "For long-term convicts, once you train them, you take advantage…so that you have the continued services of a trained, skilled inmate."

Business Standard interviewed the inmates in the presence of senior MFE employees. In line with prison policy, prisoners weren't asked about their convictions. Uttam Kumar, 49, line supervisor at MFE's Tihar facility, is in the 15th year of his life sentence. His job is to keep his crew disciplined and motivated. "Most of us are serving life sentences," he said, "But if we are released, we will not waste a single day in finding a job. If we work properly with no misconduct, we can get parole to visit our families."

For Vikas Gupta, in the sixth year of his life sentence, the wages help support his family outside. "My son dropped out of school. He works with his uncle; they import kite lines from China, coat those with ground glass and make manjha," he said. "My daughter is in school. Any financial help for them is always welcome."

Labour activists have reacted cautiously. "If the work done in prison is comparable to that outside, the wages should be comparable as well," says Rakhi Sehgal of the New Trade Union Initiative. "We must guard against unemployment outside, with booming employment on the inside."

"How will violations of labour rights in prison be monitored and addressed?" she asks. Workers in Minda's plant in Bawal, Sehgal said, had been on strike for at least three months this year, demanding better working conditions and a workers' union.

"We have laws against bonded labour; jail labour is literally in bondage. It is a shame this should be allowed," said Kavita Krishnan, an activist with the Communist Party of India (Marxist-Leninist) Liberation. "Corporations want captive labour and what better system than workers who are actually in jail?"

She added 148 workers from Maruti Suzuki had been imprisoned for two years without bail, on charges of killing a plant manager. "The evidence is flimsy, according to news reports. Maybe, jailed Maruti workers can service the company from inside."

Minda Furukawa's Taneja dismisses such allegations. "There is no business model. It is purely a CSR initiative. If there is any business benefit, it is purely incidental," he says. "It will employ only 250 people, a small fraction of our workforce of 11,500."

The rationale for the Tihar plant, Taneja said, was unrelated to the Bawal strike, which resulted from political interference.

The acceptability of prison labour in other labour-intensive sectors is likely to be determined by each company's compliance guidelines. "For the garment sector, prison labour is a no-no, from a compliance point of view," said garment exporter Sudhir Dhingra, chairman of Orient Craft. "In the fashion world, they would consider it forced labour and no one would buy the products."

Dhingra said the current project seemed a good idea, but the "social aspect would have to be nurtured".

In Minda Furukawa's case, the company said Maruti Suzuki had approved the project.

Back in Tihar, inmates go through their routines with quiet efficiency. "We are going to be here for a long time. So, we need to do something," said inmate Gajendra Singh. "Work stills the mind."
